With thousands of New York City rental units posing potential dangers to tenants, city advocates are proposing measures to make landlords improve building safety.

One idea is to give a city agency vetting power to determine whether an owner has a good record before granting a license to purchase a property. A similar licensing program is already the law in Philadelphia and several other cities where unlicensed owners are legally barred from collecting rent.
