Rock Hill, S.C., puts moratorium on multifamily construction

City officials say the flurry of apartment construction over the past year has strained resources, including public services and infrastructure.

The city of Rock Hill, S.C., has enacted a moratorium on multifamily construction for the next nine months.

The measure applies to new construction of apartments, condos, and townhomes. Senior housing developments, downtown buildings, and complexes previously approved by the city are exempt. Construction is underway on four apartment complexes totaling 624 residential units, and an additional 608 units are planned after developers recently gained approvals.

City officials say the flurry of apartment construction over the past year has strained resources, including public services and infrastructure. The city is reviewing construction rules and may rewrite zoning regulations.

One city councilor said he’d received phone calls from some who are concerned that the restrictions are the first step to limiting other development in the city. He says the council isn’t planning to block other development, though.
