Quebec's building code inadequately addresses the needs of the province's aging population, say civil engineers in the wake of a tragic fire at a seniors' residence in L'Isle-Verte.

The Quebec code distinguishes between “autonomous” and “non-autonomous” individuals.

A retirement home with autonomous residents does not require automatic water sprinklers, a rule that doesn’t make sense, critics say.
