Philadelphia Mayor Michael Nutter signed an executive order establishing project labor agreements for major public works projects in Philadelphia. PLAs are controversial pre-hire collective bargaining agreements with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project.
