Current state law prohibits towns from banning multifamily housing, but it does allow them to pause development in some circumstances. Critics of the status quo point to the example of the town of Trumbull, which has frozen new multifamily housing for six straight years, prompting charges that the town is abusing the law.
Proponents say changes to current law would help alleviate a critical housing shortage, while opponents argue in favor of local control to decide whether towns should be able to place moratoriums at least temporarily on multifamily projects.
Connecticut lawmakers have other proposals to boost housing production including one that would require towns to zone for a certain amount of housing and one to promote housing near public transportation.
