Regulations such as the E-Verify rule and the Affordable Care Act could hinder contractors from hiring additional workers, according to some Florida contractors. A shortage of skilled workers has prevented general contractors from bidding and small subcontractors from taking on new jobs, say contractors in the Sunshine State.
