The Environmental Protection Agency recently unveiled a rule designed to define more clearly which waterways are covered by the Clean Water Act and therefore require U.S. permits for certain activities. The rule is intended to reduce confusion when bodies of water are designated as federal and then require U.S. permits for actions such as discharges or dredging that would impact the waterway.Therevision has been opposed by builders.
